Technical architecture, public trust guidelines, and administrative policies for Caesar AI Vendor Watch.

Project Purpose

Caesar AI Vendor Watch monitors upstream policy-version repositories to track metadata, change records, and compliance-oriented compliance updates across major platforms. This service serves as a compliance triage dashboard and directory; it does not replace original legal agreements or professional legal review.

Upstream Archives & Sourcing Policy

We leverage the open-source ecosystem powered by the OpenTermsArchive (OTA) to track historical policy versions. Changes are processed from three primary upstream repositories:

GenAI Governance Archive

Primary Curated AI Source

Upstream: OpenTermsArchive/genai-eu-versions

Serves as the primary source of truth for major curated GenAI vendors. This archive tracks highly structured regulatory, privacy, and user agreements for the leading international generative AI applications.

Generative AI Contrib Archive

Extended AI Source

Upstream: OpenTermsArchive/genai-contrib-versions

Provides extended tracking for generative AI platforms not covered by the primary GenAI curated list. Our backfill policy for this registry starts from 1 May 2026.

Platform Governance Archive

Platform / Social Source

Upstream: OpenTermsArchive/pga-versions

Tracks public policy, developer rules, and community guidelines updates on prominent global social platforms and online social/information networks (e.g. Facebook, Instagram, YouTube, X).

No-Duplicate Ingestion Policy

To prevent dual-reporting, overlapping alerts, and fragmented timelines, we enforce a strictcuration hierarchy. If a vendor exists within the primary curatedGenAI Governance Archive, all tracking is routed exclusively through that channel. The GenAI Contrib Archive is processed strictly as an extension, meaning we only import and index vendors that do not overlap with our primary curated list.

Public Output & Legal Disclaimers

As a public trust resource, Vendor Watch is committed to compliance transparency without infringing on proprietary content:

  • No Document Republication: We do not host or republish raw, full-text vendor legal contracts. The public site displays only structured metadata, brief change indicators, and link references.
  • Authoritative Sources: Official vendor documents and OpenTermsArchive upstream records remain the sole authoritative reference points for any legal text or structural diff comparisons.
  • No Legal Advice: All summaries and materiality markers are provided for informational and triage purposes only. They do not constitute legal advice, counsel, or a replacement for expert legal analysis.

AI Summarization & Verification

To help compliance officers parse large volumes of contract changes, this platform utilizes automated summarization:

  • AI Triage Aids: Summaries of changes may be generated or assisted by AI models. These are designed as high-level indexing aids and are not guaranteed to capture legal nuance or edge cases.
  • Template Fallbacks: Historical backfilled records or standard minor changes may utilize predictable, template-driven change indicators rather than LLM summaries to conserve computing resources.
  • Materiality Assessment: Incoming changes are categorized via heuristics and AI. Important modifications are flagged for operator materiality verification to ensure quality control before being featured.

Backfill & Data Freshness Policies

To ensure the platform remains fast and focused on current policy revisions, historical imports are bounded. For the primary GenAI and Platform Governance archives, data backfills extend to the beginning of the tracking windows. For the extended Generative AI Contrib source, imports are strictly limited to changes occurring from1 May 2026 onward. Older upstream revisions are preserved in the OpenTermsArchive repository but are omitted from this dashboard to reduce noise.

Admin & Operator Curation

Vendor Watch maintains human oversight at its core. Our administrative console enables human operators to:

  • Manually curating and verifying official website URLs and links to specific policy document types (e.g., Privacy Policy, Terms of Service, Acceptable Use Policy, Data Processing Agreements).
  • Reviewing incoming automated change rows and selectively overriding materiality markers to elevate critical updates directly to the public homepage timeline.
  • Ensuring dynamic quality coverage metrics are maintained to flag missing metadata fields for manual verification.
